Targeted attacks on energy infrastructure are leaving families with no heat and no electricity during Ukraine’s worst expected winter in 30 years. People are being forced to leave their homes for the safety of their families again, threatening a second refugee crisis. CARE has been and is still here working with partners in Ukraine and at the borders to protect lives and support a safe future for every family.
How many Ukrainians have fled the war?
Since the start of the war on February 23, 2022, more than 15 million Ukrainians have
fled their home – more than half have crossed the border to neighboring countries.
How cold is winter in Ukraine?
On average, winter temperatures in Ukraine remain below freezing for months at a time
and can reach as low as -4 degrees Fahrenheit. Without heat and electricity, due to targeted attacks on energy
infrastructure, millions of Ukrainians face a death sentence. Families are fleeing for a second time this
year, but with accommodations in neighboring countries full, some refugees are sleeping on frigid train
platforms without knowing what will happen next.
What are CARE and our partners doing?

CARE has been and is still there, working with partners in Ukraine and at the borders to provide families with
fuel, warm clothing, cash assistance, meals, transportation, and quality shelter.
- In Ukraine, CARE’s teams are helping families prepare for a harsh winter. Housing upgrades and shelter kits are provided for families whose homes have been badly damaged or destroyed in the fighting, ensuring safe and warm accommodations while they figure out their next steps.
- In Poland, Romania, and other neighboring countries, CARE and our partners are preparing for a new wave of refugees to come across the borders to ensure that everyone can maintain their health, safety, and dignity with a roof over their heads.
